For over 20 years, Middle East has been one of the major destinations of Filipino Professional Expatriates in the world. Over the last 2 decades the growing number of both Registered and non-Registered Filipino Architects here in the Middle East especially here in the United Arab Emirates has profoundly increased. As such, in 2009 through Presidential Decree signed by Former President GA, Professional Regulatory Commission has brought the professional licensure board exam for Architects here in the UAE and the Middle East Region through the Special Professional Licensure Board Examination.
As the first Foreign Licensure Examination for Architects was concluded last December 2009, a number of 44 Successful Candidates passed the board examination and took oath in the presence of our Consul General in our Embassy here in Abu Dhabi, UAE. But the series of events did not stop there, through the efforts of the Young Architects Philippines, headed by Arch Rico Blevens Ado, uap, the 44 newly passed Architects became the foundation to move the vision of creating a Chartered UAP Chapter here in the UAE. After series a of discussion with UAP National, the establishment of the UAE-UAP chapters was brought to fruition by the active sponsorship of the UAP New Manila Chapter represented by Arch Angeline T. Chua Chiaco. On 24th April 2010, during the 36th UAP National Convention in the Philippines, UAP-UAE Abu Dhabi and Dubai Chapters were approved and were formally introduced to the national members, with Arch. Arny Lana of Dubai in attendance and serving as representative for both chapters. The approval of the chapter was effected through the UAP Board Resolution under the administration of Arch. Ana S. Mangalino-Ling, fuap, immediate past national president of the UAP.
As soon as the announcement were made, On 23rd of July 2010, UAP has formalized its presence in the United Arab Emirates through the Chartering and Inauguration of the two UAP chapters in the UAE, numbers 123 and 124 for Abu Dhabi and Dubai respectively. The event was held at the Grand Ballroom of Crowne Plaza Hotel in Dubai, UAE. It has been noted that in the history of UAP that two chapters were simultaneously chartered in a foreign country in a single event.
A Call for a UAP-UAE
For over 2 decades, the Filipino Registered and Licensed Architects (RLA) and it’s allied professionals in the UAE has been involved in the nation building through various sectors of the construction industry namely design, project and construction management, interior design, technical support, landscaping, product representation and others services highlighting the highest level of competency, reliability and dedication. However, over the same period of time, the absence of a duly chartered and accredited Filipino architecture organization to consolidated and unite these advantages has been a reality proved to be elusive.
As unreserved response to the need of forming a professional organization for Filipino Architects in the UAE, the Young Architects of the Philippines was formed through the leadership of Arch. Rico Ado in 2009 which assisted the very first FLEA (Foreign Licensure Examination for Architects) program of Professional Regulation Commission in December 2009.
The line didn’t stop there as Arch. Rico Ado and the successful examinees of the concluded FLEA which later dubbed as BATCH DIWAN, pushed for the dream of forming an integrated and accredited professional organization of architects, through the United Architects of the Philippines in this part of the Middle East world.
Marked as a milestone, in the year 2010, the United Architects of the Philippines (UAP) in the UAE, Abu Dhabi and Dubai respectively, has been formally approved by the UAP-IAPOA (Integrated and Accredited Professional Organization of Architects) during its annual National Convention held last 24th of April of the same year in Manila, Philippines thus making these chapters the official representation of all Filipino RLAs in the Emirates. Arch. Rico Ado was officially recognized as President of Abu Dhabi Chapter and Arch. Arny Lana for the Dubai Chapter. The UAP-UAE chapters are co- chapters of UAP KSA Western Region, UAP KSA Eastern province and UAP KSA Riyadh under UAP District A4. Notably, these twin born-like chapters were officially chartered last July 23, 2010.
The UAP chartered organization as a whole was established in 1975 to unify all Filipino Architects with aims to continue, maintain and develop the highest possible standard of services that the profession has to offer As the Integrated and Accredited Professional Organization of Architects under Republic Act No. 9266 otherwise known as the “Architecture Act of 2004”, the UAP has been mandated to oversee the overall development and welfare of Filipino Architects in cooperation with the Board of Architecture (BOA), Professional Regulation Commission (PRC) and other government agencies. Currently The UAP has over 20,000 members within the
Philippines and abroad.
UAP is a recognized institution not only in the local setting but as well as in the international scene. It is the legitimate National Section representing the architects of the Philippines in the UIA (Union of International Architects), founding institute of ARCASIA (Architects Regional Council Asia) and is active in the APEC (Asia Pacific Economic Cooperation) registry of Architects.
Living to it’s umbilical connectivity to the Philippine setting yet responsive to its local challenges, UAP-UAE have its profound Visions and Programs to be implemented or adopted in a 3 year systematic vision for achieving the goals.
